NSW:Floodwaters to hit NSW Wagga region

SYDNEY, Dec 4 AAP - Rising floodwaters continue to threaten flood-hit residents who
have been issued evacuation orders in NSW's Wagga region.
Parts of NSW were declared disaster zones on Friday, with millions of dollars' worth
of damage being caused.
Natural disaster declarations have been made for the Weddin, Wellington, Warrumbungle,
Cootamundra, Coonamble, Harden, Gundagai, Dubbo, Cabonne and Young shires and the Mid
West Regional Council.
But the State Emergency Service (SES) says the Wagga area could become the worst affected
region with about 700 residents expected to suffer.
The Murrumbidgee River at Wagga Wagga is predicted to reach the major flood level of
9.6 metres overnight on Sunday night and 10 metres early on Monday.
This height will threaten the North Wagga Wagga levee.
An evacuation order has been issued by the SES for people in the affected areas of
Gumly Gumly, and at East and North Wagga Wagga.
SES spokesman Dave Owen warned of the danger of remaining in flooded areas and said
residents needed to be evacuated by midday on Sunday.
"The SES is directing all residents within North Wagga Wagga and surrounding areas
to immediately self-evacuate to the house of a friend or relative located on higher ground,"
Mr Owen said.
"Residents who are self-evacuating or staying with friends or relatives are asked to
register their details at the Wagga police station."
The Bureau of Meteorology issued flood warnings for swathes of the state's central
west as people in Eugowra and Dubbo were forced to flee their homes amid the havoc.
With more rain forecast for the remainder of Saturday, additional flooding is expected
in the Namoi, Castlereagh, Macquarie and Bogan river catchments.
Residents of the Poplar caravan park were being evacuated on Saturday after intense
localised rainfall in the Dubbo area.
Federal Attorney-General Robert McClelland said at this stage he could not determine
what the damages bill would be but noted that in the last financial year the commonwealth's
contribution for natural disaster relief and recovery arrangements "was touching $1 billion".
The natural disaster relief and recovery arrangements include hardship and distress
payments for low-income earners.
It also includes low-interest loans for small businesses and primary producers of up to $130,000.
There are also concessional loans available for volunteer non-profit organisations
of up to $25,000, and road and rail freight subsidies of up to $15,000.

MORAN was committed to stand trial earlier this month for the murder of her brother-in-law
.. DES "TUPPENCE" MORAN .. who was gunned down at an Ascot Vale coffee shop last June.
A bail application by MORAN's resumed in the Melbourne Magistrates Court today.
Detective Senior Constable STEPHEN REIDY .. from the Purana Taskforce .. has told the
court MORAN made a phone call to a friend from prison .. in which she discussed interfering
with a witness.
He says it's an unacceptable risk for her to be granted bail.
The hearing's continuing.

BRISBANE, Feb 11 AAP - A missing 19-year-old deaf woman has been found safe and well.
Kelly Doolan, who was reported missing after leaving a Brisbane nightclub at 4am (AEST)
on Saturday, was found at an Annerley house in south Brisbane.
Her family, who were also at the Casablanca nightclub in the inner-western suburb of
Paddington, and friends feared for her wellbeing because of her limited speaking skills,
which meant she mainly communicated using sign language.

Strong winds and heavy rain cut power to more than 15-hundred homes and businesses
in south-east Queensland this afternoon.
Energex says the brief storm cut supplies at Doonan and Verrierdale in the Sunshine
Coast hinterland .. in Bunya and Samford in Brisbane's north-western suburbs .. and at
Mt Glorious .. around 1.30pm (AEST).
Power has now been restored to about the half the affected consumers.

The New South Wales coroner .. heading an inquest into the death of Private JAKE KOVCO
.. has decided not to refer broadcaster ALAN JONES and the Daily Telegraph to the Supreme
Court for potentially prejudicial comments.
In October .. MARY JERRAM said a report in the newspaper .. and subsequent comments
by JONES .. could be seen to prejudice the inquest.
However she's now decided not to pursue the matter.
The inquest .. to begin on February 12 .. will be the state's first coronial inquest
before a jury for five years.

The video and audio file-sharing technologies already so popular for entertainment and communications also are giving real estate buyers and sellers a host of new tools for finding and marketing properties.While the sharing of audio and video files over the Internet has caught on most quickly in American real estate, with video tours of homes now widely available, property markets in the rest of the world also are beginning to embrace the idea.The popularity of Apple's iPod and other digital media players has gotten consumers comfortable with the idea of carrying their favorite audio - and, more recently, video - selections wherever they go. At the same time, the growth of Web sites like YouTube and of Internet podcasts of radio, television and online content has made uploading and downloading files routine for many people.Real estate professionals say it is only natural that those selling and buying property - an activity that places a premium on obtaining and distributing information - are making use of new ways to reach out.''You're able to impart quite a lot of information in a podcast, and when it comes to property you need to do your research,'' said Felicity Quigley of the British Web site buyassociation.co.uk. Many buyers think personal contact might help them get a bargain, and a large network of agency offices encourages personal visits, he said. Also, many Hong Kong people believe in the Chinese idea of feng shui, the harmonious arrangement of space, so they want to see the actual property rather than just see video, Tse said.The South China Morning Post, an English-language newspaper in Hong Kong, has just added a weekly property podcast to its Web site, but is one of only a handful of outlets in the region to use the format. The paper's technology editor, Michael Logan, said the podcast would likely include video tours of particularly impressive homes and segments in which experts answer readers' property questions.Logan said there was a wealth of property information available in Hong Kong, including on specialized cable television channels. ''That type of (property) video already exists, it just doesn't exist on the Internet,'' he said.

Vic: Qantas to face $200 million cartel class action =4
A Maurice Blackburn Cashman spokesman said the lead applicant in the class action was
Melbourne-based import/export company Auskay International.
According to its website, Auskay manufactures central vacuum systems, including pipes
and pipe fittings, that are fitted to homes and buildings.
It also supplies components and finished products to many leading service providers,
video intercom systems, video surveillance and other electronically controlled devices,
the website says.
"Auskay International is committed to continuous product development and innovation,
ensuring that our products and reputation are a benchmark to the rest of the industry,"
it says.
The law firm spokesman said the company, in Dandenong in Melbourne's south-east, did
not want to talk to the media because of the impending legal action.
Comment was being sought from other airlines targeted in the legal action.

SUMAN SOOD had pleaded not guilty in the NSW Supreme Court to the baby's manslaughter
.. and two counts of procuring an illegal abortion.
The prosecution alleged that in May 2002 .. at her Fairfield clinic in Sydney's south-west
.. SOOD unlawfully gave the abortion drug prostaglandin to a woman who was 23 weeks pregnant
.. in preparation for a termination the next day.
The 20-year-old woman gave birth overnight in the toilet at home .. but the jury heard
conflicting evidence about whether the boy was born alive.
For an abortion to be lawful in NSW .. a doctor has to form the honest belief the procedure
is necessary to preserve the woman's life .. or physical and mental health.
It was alleged SOOD acted unlawfully .. because she failed to assess the woman's circumstances
or ask why she wanted the abortion .. and therefore couldn't have judged whether continuing
the pregnancy would endanger the patient's life or wellbeing.

Police allege they were caught .. during a vehicle search .. with a 25-litre drum of
petrol and condoms .. they suspect were intended for molotov cocktails.
More than 2,000 police will continue to patrol at-risk areas in the near term and about
800 will monitor the beaches until the end of January.
Meanwhile, Premier MORRIS IEMMA has told ABC radio he is open to the idea of compensating
Sydney businesses hit by the recent violence for their trading losses.

It's been revealed that Treasury secretly told PETER COSTELLO the government's workplace
changes will deliver smaller wage rises for up to 1.6 million low-income earners.
The briefing also says the changes will cut productivity in the short term as employers

Confidential documents obtained by The Australian newspaper under Freedom of Information
laws .. show the government's key economic advisers also told the Treasurer the changes
will only moderately improve employment.
The paper says the documents .. dated in October .. show wages of people who rely on

new Fair Pay Commission.

The recipients are among dozens of Australians who have travelled overseas and paid

Roku launches new STB lineup.(SMART TVS AND OTHER OTT DEVICES)
--New Angry Birds Game, Same Price, Smaller Size
Roku has moved from out of the shadows into the limelight for Internet-enabled TV devices at a very quick pace.
Despite launching its last STB revamp less than a year ago, Roku has rolled out three new boxes under the name Roku 2.
The Roku 2 lineup is smaller than its predecessors but keeps the same price structure of $59 (Roku HD), $79 (XD) and $99 (XS)--it seems $100 is still the magic price point for these devices.
For the new lineup, the extra and new features for the devices include:
--Rovio's Angry Birds, games and a remote that contains a gyroscope and accelerometer for only the top line of device, the Roku 2 XS.
--All new boxes support the remote, but only the XS comes with it. Eventually users with the other two models will be available to buy the game remote as part of a bundle that includes a 2GB MicroSD card for $30.
--The XS supports MicroSD cards.
--At least 60 games are in the works since Roku offers an additional MicroSD card that expands the Roku support "from 4 games to 60," according to the company's site.
--New content apps like AOL HD, Epix, Facebook, Major League Soccer and Fox News.
--1080p video out on the XD and XS.
"Roku is the best-selling streaming player on the market because of its simplicity, breadth of content and value. Now we're setting the bar even higher with Roku 2--a more powerful platform with new features including casual gaming," said Roku CEO Anthony Wood. Roku is betting it all on casual gaming and OTT, with at least the latter being a proven strategy for it. The devices will be a great move for both Roku and Angry Birds, as long as the device can compete. If it turns out to function well, even Nintendo may have something to fear in all of this.

Stories flooded the internet yesterday stating the Men In Black star had died while filming in New Zealand.
The false report comes in the week Outrageous Fortune actress Robyn Malcolm didn't plummet from the same cliffs, near Matauri Bay.
Internet hoaxes have plagued the five-star resort, located 17km north of Kerikeri.

Now, Basra's crisis-crossed canals are filthy pools of stagnant water filled with heaps of rubbish. Roads are damaged and only a few hours of electricity are provided every day to a city where summer temperatures top 50 degrees Celsius (122 F).
Most of Iraq's oil exports come from the fields around Basra, but residents complain they have seen little benefit.
A recent series of huge oil deals that Baghdad struck with global firms to develop its vast reserves has generated much hype as oil and service companies build bases in Iraq's desert.
Basra is struggling to accommodate the tide of activity the deals unleashed. And like the rest of Iraq, it has a long way to go until the anticipated spike in revenue has a noticeable effect on the economy and on people's daily lives.
"When we heard that foreign companies will come to work in Basra, I said to myself, now I will have the chance to prove myself and have a decent job. But later I discovered I was wrong," said 25-year-old Muntadhar Mohammad, a university graduate who holds a bachelors' degree in computer science.
"Iraqi officials know that we dream of having a better life after toppling Saddam, so they started to sell those dreams to us," said Mohammad, who runs an internet cafe in Basra. "But all their promises of having a better life are only a mirage."
More than seven years after the ouster of dictator Saddam Hussein, many Iraqis were betting on the wealth those oil deals could bring to shake off a legacy of violence and poverty after years of sectarian slaughter and economic decline.
To fulfill the promise, Iraq needs to boost its output and export levels to generate the cash needed to rebuild.
"You would need to have first the revenue and second you would need to have the institutional framework to channel the revenue to the proper sectors and to the rest of the population," said Leila Benali, Middle East and Africa director for IHS Cambridge Energy Research Associates.
"And that is something which a lot of exporting countries have struggled with," she said.
Recent protests against crippling power shortages in Basra and other cities, mainly in the deprived Shiite south, highlighted Iraqis' frustrations and the government's failure to provide basic services despite the anticipated oil wealth.
Basra is weary after years of conflict. It was the front line in the war with Iran in the 1980s and more recently was in the grip of feuding Shiite militias, pushed out by US and British-backed Iraqi government troops in 2008.
"Basra is going to have some serious growing pains over the next few years. The infrastructure is not there yet. The process for bringing equipment from Kuwait is opaque and bureaucratic," said Kyle McEneaney, who heads the Middle East practice at Ergo, an emerging markets consultancy.
"Basra is Iraq's second city and commercial link with the world -- still, there aren't a great many places to stay in town."
Despite its dilapidated power and water infrastructure and scarcity of flights in and out of the city, Basra is buzzing, with investors, oil executives, contractors and consultants flooding its few hotels.
The oil deals Baghdad signed with global firms aim to boost crude output capacity to 12 million barrels per day (bpd) from 2.5 million bpd. That could put Iraq at par with oil powerhouse Saudi Arabia and shake the balance of power in the region.
The workload for oil and service companies is unprecedented. Iraq's ability to handle the work, with fragile security, widespread corruption and entrenched bureaucracy, is doubtful.
"There are thousands of tons of iron and cement needed for these contracts. There will be an influx of equipment into the country," said an executive who attended a recent meeting of the oil ministry and foreign companies in Baghdad.
"I don't think they know what they will be dealing with: it's huge."
Iraq has grand plans to rebuild but lacks the funds and would need foreign investment if it wants to meet its ambitious production targets.
Old equipment and decaying pipelines can be seen at the southern fields of Rumaila and Zubair, among those included in the development contracts awarded to global firms such as BP, Royal Dutch Shell, China's CNPC and Italy's Eni.
Oil officials and engineers are trying to stitch together decades-old facilities and pipes while grappling with declining production rates and technical problems at the fields.
Foreign oil firms have a long list of complaints: insecurity; corruption; inconsistent customs procedures and bureaucratic hurdles from getting visas to setting up offices.
A two-day meeting in Baghdad between oil firms and government officials last month produced no clear steps to clear the bottlenecks, executives said.
Complaints about a lack of dock space at Basra's Umm Qasr port prompted Iraq to seek a deal with neighboring Kuwait to open a border crossing to ease the inflow of equipment.
"Iraq is aware of its limitations, and is taking steps to address them, for example, in contracting to upgrade and augment its offshore export terminals," McEneaney said. "But the country certainly has a lot on its plate."

The kids, 7 to 12 years old, are from the South Queens Boys and Girls Club in Richmond Hill, and the Elmcor Youth and Adult Activities, based in Corona.
Accompanied by their parents or guardians, the kids will receive tips and instructions on hitting, fielding, throwing and base running from two Mets players and a coach; they'll get refreshments after the clinic; and they'll have their pictures taken with the Mets players. After the morning clinic and other activities, they'll attend the Mets game that afternoon against the San Francisco Giants.

A GAY internet millionaire took drugs before somersaulting to his death from a tower block, an inquest was told yesterday.
Gary Frisch, 38 - who founded Gaydar - the world's biggest gay online dating agency - gave a "celebratory" whoop as he leapt from the eighth-floor balcony of his flat.
He had binged all night on horse tranquilliser ketamine and whisky.
His body was found on the pavement outside the luxury pounds 700,000 flats in Battersea, South London, in February.
Darren Morris told Westminster coroner's court how he watched his friend take the Class C drug.
He said: "He started acting strange. As I came into the living room I saw him standing on the balcony.
"He had his hands on the rails and then somersaulted over the top."
Consultant pathologist Dr Peter Wilkins said Gary had "higher than normal" levels of ketamine in his liver and blood.
He said it would "have similar effects to LSD, causing "confusion" and "hallucination".
Coroner Dr Paul Knapman said: "What a terrible tragedy. Here was a man who had not yet reached 40.
He was very successful, very popular but has died as a result of the consequences of drug use."
